Lawmakers have been making many moves to open up North Carolina’s online gambling market. The state issued the first retail sports betting licenses in 2019, and the first gambling apps will likely see the light of day sometime in 2023.
Here’s a brief overview of NC’s recent legislative history:
- 1749 – an NC gambling law invalidates all gambling debts exceeding $100 in an effort to curtail “excessive and immoderate” wagering
- 1791 – public table games are banned
- 1799 – real-money card games in public taverns are banned
- 1834 – lotteries are banned
- 1835 – private table games are banned
- 1939 – slots are banned. By now, North Carolina has some of the most restrictive gambling laws in the United States
- 1997 – after ten years of negotiations between federal, state, and tribal officials, the Harrah’s Cherokee casino opens on Qualla Boundary. Beyond this casino, bingo and raffles are the only forms of legal gambling in NC
- 2005 – after much heated debate, the North Carolina State Lottery is finally approved
- 2015 – Harrah’s Cherokee opens another casino, the Valley River Resort
- 2019 – Sports betting is finally legalized
- March, 2021 – The first sports wager is accepted at Harrah’s Valley River Casino. The first official bet was on the Wisconsin vs. UNC NCAA basketball match
- April, 2021 – Senate bill SB 688 is set in motion. If successful, the state will issue 10-12 online sports betting licenses
- July, 2021 – The state’s third casino, the Catawba Two Kings Casino Resort, is open for business
- August, 2021 – The Senate approves SB 688
- November, 2021 – The House Commerce Committee lets SB 688 through
- 2022 – potential for regulated online sports betting
Tax on Gambling Winnings in North Carolina
Currently, North Carolina online gambling laws do not impose a state gambling tax. However, all winnings are subject to a 24% federal tax that your gambling establishment withholds and sends to the IRS on your behalf.
